Research estimates used in AI Build’s public maturity benchmark map to an Emerging band around 32% overall, with governance concern ahead of formal control and transformation rarely measured. Sources include ONS, BCC, and YouGov ranges of roughly 23–35% of UK SMEs reporting some AI use, with only about 11% using AI to a “great extent” in core operations, and OECD findings that most AI-using SMEs remain novices on off-the-shelf tools.
